Two starters who spent the week with uncertain statuses will be in uniform for the Ravens' home opener this afternoon at M&T Bank Stadium.
Oher is playing one week after suffering a sprained ankle and Jones returns to action after sitting out last week's game with an illness.
Against the Browns, the Ravens deactivated wideout Jacoby Jones (knee), running back Shaun Draughn, offensive lineman Jah Reid, offensive lineman Ryan Jensen (foot), wideout Deonte Thompson (foot), defensive end DeAngelo Tyson and defensive tackle Brandon Williams (toe).
Jacoby Jones misses his first game after spraining his knee in the opener. He is expected to be out four to six weeks.
Sitting Reid leaves the Ravens with just two extra offensive linemen.
The Browns listed the following as inactive for the contest: quarterback Brian Hoyer, tight end MarQueis Gray, offensive lineman Martin Wallace, offensive lineman Shawn Lauvao (ankle), defensive lineman Ahtyba Rubin (calf), defensive lineman Armonty Bryant and linebacker Paul Hazel.
That means rookie linebacker Barkevious Mingo is active and will make his debut after sitting out Cleveland's first contest with a lung ailment.
Oniel Cousins will start in place of Lauvao at right guard and Billy Winn will start in Rubin's spot at defensive end for the Browns.
Update: Joe Flacco's wife gave birth to a baby boy this morning to the couple's second child. However, Flacco will still be starting at quarterback against the Browns.
