While teams don't have to release a certain number of "inactives" for preseason games like they do on regular season gamedays, they can choose to "scratch" players that they are certain won't play.
The Ravens have opted to scratch 10 players. They are:
S Ed Reed, CB/RS Lardarius Webb, CB/RS Chris Carr, DB Marcus Paschal, CB Fabian Washington, RB Matt Lawrence, DB K.J. Gerard, LB Brendon Ayanbadejo, T Jared Gaither and G/T Tony Moll.
UPDATE: Carr was originally listed as a scratch, but he now will play and will be in the starting lineup.
Carr, who has been battling a hamstring injury, will start at CB alongside Travis Fisher.
There are two other lineup changes: Oniel Cousins will start for Gaither at right tackle, and Tom Zbikowski will start for Reed at free safety.
The Panthers have scratched three starters: WR Steve Smith, RT Jeff Otah and CB Chris Gamble.
