Guthrie and Scott can agree to terms or counter with their own proposals. If the two sides can’t get a deal done, they’ll go to arbitration later this winter. Neither negotiation figures to reach that point.

The Orioles have non-tendered reliever Brian Bass, making him a free agent. Bass went 5-3 with a 4.90 ERA in 48 games.

“It didn’t have anything to do with his performance,” president of baseball operations Andy MacPhail said. “Brian gave us everything we could ask for. It was more of a function of roster management. This brings us down to 38 players (on the 40-man).”

Earlier today, the Orioles agreed to terms with relievers Matt Albers and Cla Meredith. They traded their other arbitration-eligible player, reliever Chris Ray, who was dealt to the Texas Rangers for starter Kevin Millwood during the winter meetings.
